Phantom children - Taxe de sejour

We would not condone this in any way however what is to stop an unscrupulous renter or owner from creating phantom children when booking (or taking a booking) for a holiday home.
If the home is not classed it attracts the new percentage charge based on the number of adults. Any children reduce the overall bill.
An owner would check over occupancy but probably not under or exact, Also many people rent their homes as absentee landlords with a keysafe entry so no one would check anyway
HA etc ask for numbers but not who.
