I have registered OH now to pay tds electronically, but there is no record of what he has already paid on paper, three monthly and he can't now find his paperwork! Any idea how I can find out what he paid when?
Also there is a question which I don't quite understand:

To answer your first question, surely the simplest way is to go to the office which collects the tax and ask (preferably in French!). Our local tourist office is very helpful and happy to help when there is a query or problem.
To answer your second point, my reading of the question is that they are asking you to confirm on the declaration that you haven’t taken any bookings via any online booking agencies, such as Airbnb who since July take the TDS direct from the booker. Therefore in such a case you don’t need to include such guests in you declaration (which is what happens in our case)

Actually, virtually all our guests book via B.com, who make them aware of the tds but tell them they will pay that at the property. It's not included in the price. Therefore if I say I have got my guests through them will they assume it's been paid already?

I think it depends on how the online declaration is set out and worded, but it seems me that you should say which bookings are through B.com and declare the amount you have collected.
Here in Gironde for our B&B, we are still on paper so it is easy just to list the non Airbnb guests. And we keep clear paper records of which guests are via Airbnb and which are not, in case of queries.
However for our Port Leucate appartment where we declare TDS on line, all bookings are via our website so there are no exclusions and we pay what we collect.
