Viviendas rurales do not require a/c to obtain licences.
I have ceiling and extra mobile fans if required, in every room.
The walls are so thick in my rural properties that it would extremely difficult to install a/c.
This is probably the same for many older rural properties which were built in this manner, to keep them cool in summer heat.
The authorities are aware of this I am sure.

Now I only have to figure out how we are classified! Our house is only 30-odd years old but it is out in the campo. The golf course which is 1km away was built when n the house has already been there 20 years...
I think I need to go to the local Ayuntamiento but they probably won't have a clue!

I am afraid I can't help you with applying because I employed my lawyer's office to do it for me - more expensive, I know. You could start by looking on line at the main province Junta site, I think you should find it there.
Strictly speaking, in our area, Malaga, there are only certain designated rural areas for casa and viviendas rurale. Parts of both Alhaurins and up near Granada are included, but I have seen legal rentals outside of these areas. I think you might find that if you are not in close proximity to any rural hotels, it will be advantageous for you. I am also close to a golf course but our houses have been there many years longer than it. I don't think age of houses is a problem, just the location.

Viviendas rurales and casas rurales are covered by a law that has been in place for years (perhaps with a few amendments). They apply to villages with very small populations and the scheme was set up to ENCOURAGE accommodation in the rural areas.
The new laws coming into place now are for general bigger town and coastal private properties that were uncontrolled and the objective is to bring them under an umbrella of CONTROL.
There will be various differences between the two different classifications of property.
The main thing is to try and avoid mixing them up. (which isn't always easy as opinions fly back and fore)

LIGHTBULB MOMENTS! If land is classified as "rustico" it means that it is destined as agricultural or forestal. You therefore cannot build on it except under very stringent conditions although it often has old house from way back when. In the UK this would often be called green-belt.
If it is "urbano" it is classified as being in an urbanisation. Therefore provided the norms of population density, proximity to public roads and neighbours etc. are satisfied, you can build and adapt freely subject to building controls.
Rural and rustico do not mean the same thing. Rural means basically out in the sticks. For licencing purposes this is usually defined as "poblacion" with less that 2500 (or 3000) inhabitants.
