Apprehending car thief in Switzerland is a leisurely affair

You see your car driving off, you stand in front to block its path, you ask the driver, politely, what the **** do you think you're doing, in your best French.
He tells you it's his car. You explain it's your car, with your shopping in the back. He then smiles an apology, and goes off to find his identical car parked close by.
I guess it's because we're used to leaving our keys in unlocked cars outside the super?
