Yes my mother liked to sleep with the window open regardless of how cold it was outside; people undergoing certain cancer treatments may need a very high temperature. It is almost impossible to keep a house with a downstairs sitting room at 27 and an upstairs bedroom at 18 without opening windows.

Not a problem as long as you don’t want to sleep with the window open with the heating on in that zone. Downstairs is heated separately to upstairs.

In Italy we always had a limit for private homes: 20°C. This year is lower due to the war in Ucraine. But probably there is a limit in all European countries (apart from the current special circumstances) so you can inform the guests about it.
By the way, I don't get how there are people not charging the guests for what they consume, we always apply the standard tariffs for electricity and gas, checking the meters with the guests at arrival and departure (they usually don't bother to check at departure) and detracting the charges from the damage deposit. If they stay more than two weeks, as it happening also this winter, we charge every two or three weeks.
The only time we did not, because we had guests paying a full week but staying only three days, they spent in 3 days what people spend in more than ten days, the windows were always open with the heating on. That's an avoidable situation were you both waste money and damage the enviroment. People are concious about heating and electricity only if they pay for that, and having them pay used to be the norm before the advent of AirBNB, and we never had problems with that (you just need to fully inform the guest before the booking). We also very rarely get guests from AirBNB, it has to be said.
