Another thought ... have you checked that your insurance company will cover you if you ignore the shared entrance issue?
If they won’t, it isn’t worth the risk.

I don’t have a property where this is a problem, but from a simplistic point of view, I would put my money on the police knowing more about enforcing the law than your letting agent .....

Thanks all - I'll ask our electrician about proper emergency lighting & in the meantime look at the other torches. It's useful to have torches anyway so we may end up with both. Take a look on Amazon for emergency lighting - that way you will know how much it costs. Prices can start at about £20.

Would it not be better to just fit emergency lighting?? This will come on and illuminate when there is a power cut. We gave this on the landing to ensure that the stairs are as safe as possible.
