If your principal residence is not in France, whatever nationality you are, you cannot claim any of the tax reductions on taxe d'habitation for your second home(s) in France.

That is made clear in one of the official sources posted by Anno.

That's old news, chrishax.
The tax surcharge referred to in that article only concerns big cities, second home owners elsewhere are not affected.
Have you found a source for your statement that Nice charges a higher rate of taxe d'habitaion to non-French residents?

That document contains some sane practical advice, roughly what I have been doing anyway except that I wear 'normal' shoes, as I do in shops and other public places (!)
